Department of Waste Management & Recycling
The Sacramento County Department of Waste
Management & Recycling is responsible for maintaining a
waste management system for residents and businesses in the
unincorporated area. The Department is part of the Municipal Services Agency
and has responsibility for the following services and programs:

Message from the Director

Day in, day out, most all of us
are touched in some way by the essential utility
services we receive during our busy lives – such as
safe drinking water, wastewater collection and
treatment, stormwater management, and garbage collection. For
our department, providing efficient collection and disposal or
recycling of our customers’ garbage, recyclables, green waste
and bulky items is the name of the game. Our mission statement
expresses it best: “We are committed to continually improve
customer satisfaction by providing safe, cost effective,
efficient and environmentally sound waste services.” We’d
like to share with you a few of our key accomplishments during
2004 to show some of the ways we achieved our goals in several
specific areas: |

Financial
·
The Department ended fiscal year 03/04 with a $2
million deposit to our rate stabilization reserve. This means we
were once again able to hold our refuse, green waste and
recycling collection fees steady for the fifth consecutive year
with no increase.
Operations
·
The Department completed construction and startup
of a Liquefied Natural Gas (LNG) fueling station at our North
Area Recovery Station, to fuel our fleet of clean air, LNG
collection trucks. We take pride that nearly 75 percent of our
collection vehicle fleet is made up of clean air vehicles.

In 2004 we re-routed our entire customer base into
more efficient routes that leveled workload among collection
drivers, while absorbing a 4% growth in the unincorporated area,
all the while maintaining a 99.9% collection efficiency rate.

We added used cooking oil to materials accepted in
our curbside residential recycling program. Customers may now
leave cooking oil in sealed, one gallon, clear plastic jugs at
curbside (similar to the used motor oil program) on their
recycling service day.
Kiefer Landfill
·
Six years of hard work on wetlands mitigation
issues was completed, resulting in approval of a Wetland
Mitigation Plan that includes dedication of a 234-acre Kiefer
Landfill Wetland Preserve, and establishment of the offsite
Laguna Terrace Wetland Mitigation Area. The Kiefer Landfill now
has the capacity to serve Sacramento County for 30 years.
